All Citizens Could Hold Public Office. Over Half All Residents Citizens. Not only wealthy could participate because they began to pay Office Holders

These were the two most typical city-states in Greece. Other city-states that developed allied with either Sparta and developed as Sparta developed or allied with Athens and developed as Athens developed.
