Prior to WWII-Great Depression so close to the end of WW I causes further worldwide economic chaos. The League of Nations could only make recommendations for its members and had no means to enforce them. The USA was not a member and the Soviet Union was not admitted until 1934. Peace became increasingly difficult to preserve and in 1939 Japanese aggression in Asia and German aggression in Europe erupted into WW II. A policy of Appeasement allowed Japan, Germany and Italy believe that they could continue on their paths of aggression while the United States and Great Britain continued to Isolate themselves.
